Technical overview of the Talent Catalog

  1. Candidate interface: Displaced talent can visit tctalent.org from any device with internet access. The site will encourage users to create a Talent Catalog profile by filling in information about their work experience, skills, education and language abilities and adding any supporting documents they like (CVs, degree certificates etc). Candidates can log back into the Talent Catalog at any time to update and/or delete their profile.
  1. Database: All data entered by candidates is stored in a secure PostgreSQL database fronted by Elasticsearch clusters. This allows the data to be easily and instantly searched, analyzed, and anonymized for sharing with employers around the world.
  1. Candidate search and data management interface: Authorized users of the Talent Catalog have access to secure cloud services that let them review, search, organize and analyze candidate profiles as well as store additional information about candidates for the purposes of matching them with international employment. Users can be assigned varying levels of access, from administrators (who can access all data) to limited access users (for partners). The interface has been developed bespoke for refugee labour mobility purposes and iteratively improved in alignment with years of user feedback. Candidate search is powered by powerful Elasticsearch capabilities with key AI optimizations planned for 2024. 
  1. Integrations: The Talent Catalog offers a Rest API with in-built support for  OpenAPI integrations, and is currently integrated with a number of other platforms – including TBB’s Salesforce Customer Relationship Management (CRM) database for candidate management. TBB can work with partner organizations on suitable integration options where these are required.
  2. Employer access: Trusted employers can request access to see anonymous candidate data on Talent Catalog. Employers who are granted access to Talent Catalog can search for candidates themselves and manage their own hiring processes without needing facilitation by managing organizations or using peripheral tools. Talent Catalog also offers unified communications functionality between employer, candidate and support partners.
